Since the outbreak of the Russia-Ukraine war in 2022, Ukraine's healthcare system has faced challenges with bombings targeting medical facilities and disrupting services. However, the country has maintained some critical health services, especially primary care.
The resilience stems from ongoing healthcare reforms initiated before the conflict, which aimed to improve healthcare service quality and infrastructure.
In addition, support from international donors, such as the World Bank's Health Enhancement and Lifesaving Project (HEAL), has helped sustain healthcare services amidst the conflict. HEAL focuses on reconnecting people with preventative healthcare, restoring regular checkups, and improving access to medication for chronic conditions.
Moreover, the project addresses the decline in preventative healthcare services by financially compensating healthcare providers for their services and sharing costs with the Ukrainian government. Despite wartime challenges, HEAL aims to reverse the decline in preventative healthcare services by reestablishing screenings and immunizations to control the surge of preventable diseases during conflict.
