Russia's invasion of Ukraine in February 2022 resulted in one of the worst humanitarian crises in Europe. A year after the invasion, millions of Ukrainians require support to meet their essential needs. On February 15, 2023, the UN Refugee Agency (UNHCR) and the UN Office for the Coordination of Humanitarian Affairs (OCHA) issued a joint appeal for $5.6 billion to fund humanitarian projects for Ukraine. The UN proposes the contribution and allocation of these funds to the Humanitarian Response Plan for Ukraine and the Refugee Response Plan (RRP).
The Humanitarian Response Plan for Ukraine serves to provide food, cash, healthcare, and other life-saving assistance. With a $3.9 billion contribution to this program, 11.1 million Ukrainians can receive support. The Refugee Response Plan serves to support families that have been displaced from Ukraine to other countries due to the war. With $1.7 billion in funding, 4.2 million Ukrainian refugees will benefit from this program.
In 2022, 1.1 million Ukrainians were able to access protection through the RRP program. Over 609,000 children also received protection services through the program. More than 885,000 Ukrainians also received urgent cash to cover essential needs.
